"Cannot get appointment "

On 20 April I saw the Doctor about a rash. He wrote a prescription and told me to come back for an appointment in July so he could take another look. I phoned to make an appointment but was told it would be a telephone consultation on 4 August. I didn't get a phone call. I phoned again but was told to make an appointment using e consult. I did this but no one has responded to the econsult (I've never had a response to any econsult) even though I've chased it twice. How am I supposed to contact my Doctor if e consults are ignored and reception won't help over the phone.
