"NHS 5 day weeks with a backlog?"

As someone accustomed to working until the work is done,   I find the current NHS medical centre 5d week office hours approach quite unsatisfactory.    

As a result I am unable to arrane a consultation with a doctor .The centre is closed to visitors except by appointment. Appointments can only be made by telephoning & the most frequent result of that is to be told that there are no appointments today and to try again to-morrow.

 I telephoned needing medical advice.   I joined a queue of 50 people at about 0801h, when the lines had opened. I spent 40 minutes waiting to be told just that & that no appointments were available before August. Full stop. Booking online proved impossible as NO appointments, regardless of date, were available via online booking.   

Is the NHS really is such crisis that this situation is nationwide?   And, from a purely managerial view, WHY are practice hours so restricted when such a backlog exists?  Are there no staff at all available?  Or is it no money to pay them?
