"Parking at Swan Surgery"

I have been a patient with Swan Surgery for over a decade. Recently implemented are parking rules. These were apparently installed on the 11th March. I received a £60 fine through from The Civil Enforcement company. I attended, as a patient for a blood test on the 13th March and the machine was NOT working and the posters were NOT up. The signage was not clear and had I SEEN the signs I would have put my licence plate into the machine. I wasn't trying to hide anything so, of course I would have done this HAD I SEEN the signs. When I called the surgery, they were very rude and basically said tough. I am now taking it further and written to MP's about this. It is not a justified fine. There is no reason and I have not done anything wrong. I am a patient, I had an appointment, I didn't see the machine and I have been fined for What exactly? I understand they are trying to stop hospital patients parking there, I get that but, for a first time, genuine error and I have proof I wasn't a hospital patient, I think there should be a little more understanding. It is a money making scam. I can't imagine the amount of elderly people that visit to practice who have done exactly what I did and have paid the fine out of their pensions. Its a DISGRACE. Where is the justification?
