"Refused to make me an appointment"

I have tried twice this week to make an appointment to see my GP all I need is a time and date so I can book time off work and both times I have been refused,

I don't have internet at home or a phone so booking that way is impossible and standing right there in person I'm not allowed to book one so I guess the painful lump growing in my chest wont get diagnosed and if it turns out to be something bad I totally intend on taking the practice to court.
