"why hasn't more been done to stop this confusion?"

About: Stoke Mandeville Hospital / Ophthalmology

(as the patient),

Arrived 15 minutes before appt. Booked in at reception and was told to take a seat. After 45 minutes hadn't been called so enquired and was told that I should have been on Floor 2! I was really cross and embarrassed as it looked like I hadn't turned up for my appt. I apologised profusely to the nurse and consultant who were very nice about it and said it wasn't the first time. If this is the case why hasn't more been done to stop this confusion?
