Take 3 failing Portsmouth medical practices (Lake Road, John Pounds & Sunnyside) merge them together and rebrand as Island City Practice.
There has been no uplift nor improvement from a patient's perspective, one might even contend the service has declined, but now Portsmouth NHS can claim it only has one failing practice rather than three.
However, it is catch-22 because there is no alternative on offer and no way out.
