What could be improved

My elderly mother was taken into Accident and Emergency by Ambulance on the 13th March with severe bladder pain and was made to wait for 7 hours before anybody attended to her. While I appreciate that there must be some priority system in A&E, surely in any fair assessment having to wait 7 hours in severe pain and discomfort is not an acceptable situation and not what one would expect from a new flagship hospital.
