I attended Cardiology for an ECG, I was told to remove clothing from my top half and lay on the bed. I was not offered a gown, or any sort of cover.
There was nothing between the public and myself other than a flimsy curtain.
I was embarrassed and very uncomfortable.
I am a Nurse myself, and have never treated a patient with sort of indignity or respect.
There is no reason not to offer cover, even a small towel would suffice.
That said, the rest of my treatment was excellent.
