"Lack of knowledge by paedetrician staff in a&e"

My newborn went into a&e with heart failure. The night staff paediatrician in a&e failed to treat his increased heart rate which was consistently between 250 - 270 whilst they were on duty. The night time paediatrician did not have the knowledge and was constantly on the phone to Manchester hospital. BRI did not have the facilities to treat his condition and it took the paediatricians over 9 hours to decide to organise transportation to Leeds. In was only until the daytime paediatrician came into a&e that they treated him for his increased heart rate and organised the transportation. Even then the daytime paediatrician did not have the expertise as they were was on the phone to LGI the entire time until the transportation team arrived. There was a handover between the night staff and the day staff which took an hour where there were no consultant paediatricians looking over my son in a&e. The accident and emergency service at BRI does not have the knowledge, facilities or experience to treat a baby with heart issues. Why did the first paediatrician not escalate to someone senior or a cardiologist at BRI when they didn't have the experience?
