"Some cooperation would be helpful"

I am writng this on behalf of my mum. Yesterday she was telephoned by her GP Pratice and the doctor advised that an ambulance would be sent within four hours after her call at 4pm it then came to 8pm and there was no ambulance to be seen with no telephone call to say of any delay. Eventually this ambulance appeared at my mums house at 2. 30am today but my mum was already in bed sleeping I find it very concerning why this happened given resources should be available.
Today I telephoned her GP practice and was told that no doctors could come out to see her. Even though i stated on behalf of my mum that she couldn't walk or even get out of the door to go to the medical centre. They said only one doctor was on and they couldn't attend to her but dial 999 if you need an ambulance.
My mum has been left distressed and upset in relation to her treatment. We could not fault the paramedics but her GP Practice should have a duty of care to patients and come out to check my mum. I find it very disrespectful to my mum and family which made her feel more vulnerable upset and not wanting to trust her GP.
