"Emergency is not emergency"

About: Milton Keynes Hospital

My sister twisted her ankle and broke the bone, so she called the ambulace because it was in a horrible pain and couldn't even see clear. This incident happend by 12 PM . The ambulance came at 2PM. Is 8PM and we are still waiting here. Is this normal? Other patients who came later here, are already at home. How is this possible? Is that hard to read an X-Ray and to let this woman go home? After staying here all day without eating? Without drinking? We are in 2015 people. I'm waiting for an answer, but not the copy-paste one. Thank you.
