"Diabetic Eye Screening"

What is the point in sending out a letter to arrange an eye screening if that department does not answer calls. I was transferred from reception and then left to it ringing for 2 mins before I hung up and called back. This time somebody more helpful answered with the knowledge that there was no point in putting me through to Seacroft Hospital and transferred me to another department where they do answer calls and could deal with my enquiry.
