"Parking fine"

Outside the main entrance the ticket machine was out of order, I purchased a ticket from the machine round the corner at the endoscopy entrance where I was taking my wife for cancer test.

I received a £70 fine if I paid earlier £40 I insisted I bought a ticket but twice they sent a notification saying appeal unsuccessfully showing no proof whatsoever, if I appeal to an independent body, and stil lose they say I must pay the full amount.

I feel angry that some faceless people cannot even talk to me as no phone number is available apart from a payment line, what can I do?
