"Telephone Switchboard"

Why does no one answer the phones, it was during office hours! After nearly 5 minutes, switchboard answered, put me through to the department I requested. After another 4 minutes of no one answering that phone I gave up. It would be quicker to get in the car and drive there. Surely the CQC or some other government body can sort this place out, the managers certainly don't seem to be able to.
