"Solution needed to parking problem"

As I think is common to most hospitals nowadays, there are too many cars to be accomodated. The minimum charge seems to be 2 hours, with an additional 2 hours the next option. Wouldn't it be better to pay the exact amount on leaving?

My husband is disabled and so has a blue badge which pre-empts payment. However, this doesn't always mean that any disabled parking is available and is often a long distance from the required point of entry. He usually has to be dropped off at a back or side door and someone else has the problem of parking. Surely there must be a better system than this!
