"Radio on at full volume"

(as a service user),

Why are patients allowed to have Horse racing commentary on at full volume and listen without headphones. Everyone in the bay is subjected to the noise   Also this morning one of the patients had the radio on at full volume which was also a disturbance to my husband who is very ill

I understand that noise can be difficult while on a ward or bay especially when feeling very ill.
