"Disable Blue Badge Parking"

About: St Helens Hospital

(as a relative),

My wife had an appointment at St Helens Hospital she is serverly disabled. A Taxi was parked in a Blue Badge disabled Bay, I asked him if he would move but claimed he had a right to park in the Disabled Bays because he was working for the hospital and he was supported by the car park attendant, security as well as all staff in the hospital. Is it correct that Taxies can park in a disabled space at st Helens hospital when working for the Hospital, do not have to display a disabled blue  badge and can pick up people who are not disabled from disabled bays if they are working for the hospital.
