"Smoking Policy at Doncaster Hospital"

I feel it is degrading for smokers who are also patients to have to leave the hospital grounds to have a cigarette.
Is the air not free?
It is difficult for wheelchair users to smoke outside the hospital, due to the distance they must travel.
