Should I pay £100 or be taken to court?

Been a patient at Swan Surgery for some 38 years. Appointment 18th March for blood test, not aware of parking arrangements that were introduced on 11th March. Phoned

Surgery, advised to appeal direct to parking company. Appeal was unsuccessful. Emailed Surgery who advised two extra signs ordered to raise awareness as several other patients not aware. Surgery attempted to get PCN cancelled. Advised not possible to cancel parking charge notice because I had appealed to POPLA. Not at all sure I have been fairly treated. Apparently there is nothing Swan Surgery can do, this seems strange as I thought it would be up to the car park owner, not the parking company to decide who gets taken to court.
