"Smoking ban is not successful"

(as a service user),

Smoking ban on West Middlesex hospital grounds is not successful. 

I, a patient, I have been doing voluntary work for a number of months picking up millions of cigarette butts and litter for you.

It is written everywhere: £400.00 fine. Why are people not fined. If they were, we would have very immaculate grounds.
