As someone who is a director of a Lothian art project, and has seen the difference art can make in peoples lives, and also a frequent user of waiting rooms, I know the NHS has a vast collection of Art that the public never get to enjoy, so why not hang a couple of art paintings on the walls of waiting rooms. They would have to rotate since the abolishment of magazines. I also think a black board would be nice. I understand that you don't want cross infection so you put an hand washing thingmy bob there and instruct people to use it.
I do think that people also need to be exposed to germs to build up immunity to them, so you could be making people worse not better
