Why is dementia not a health issue? and why is it so difficult to say whether someone has a primary health need or not?

If they are unable to feed themselves and can not communicate reliably, their cognition is severe, they are incontinent and their behaviour is unpredictable and their mood is variable.

I am disgusted that in the UK we allow vulnerable people to be put at risk due to how people interpret the Decision Support Tool in order to save the CCG money when dementia is not a choice or a social issue the person has an illness and it should be seen as such!
