"Why bother paying for these signs"

About: Royal Preston Hospital

(as a service user),

Good to see the many large notices about RPH being a no smoking site, only to be met with three people standing by these notices at the main entrance smoking.

Why bother paying for these signs if nothing is done to stop people smoking there. This is the second or third time I have mentioned smokers alley by the main entrance, surely the cancer department is busy enough without this second hand smoke being given to all who enter the hospital
