"Legion Group Parking Penalty"

About: Wrightington Hospital

My elderly mother recently benefited from the excellent facilities and professional staff at Wrightington during her recent hip replacement operation. Regretfully, I fell victim of the draconian Legion Group parking security operation on the site. Having dropped my 89 year father at the hospital entrance, I searched for a disabled parking place close to the entrance, but all were taken. I mistakenly thought that I could not exit the barrier controlled entrance without paying (I had only been inside for less than 15 minutes). I then searched for an alternative space nearby. Not wishing to leave my father who has dementia unattended outside the hospital entrance for too long, I reluctantly parked under the trees on an access road on the northern side of the campus and hurried to escort my father into the hospital to visit my mother. As soon as I left my vehicle, I received a penalty charge (PCN) notice. The ticket explained that my vehicle 'may have caused' an obstruction, which I dispute.

In conclusion, firstly I feel aggrieved at having received the PCN because my vehicle was not causing an obstruction, especially in light of the fact that I noticed other vehicles parked on yellow diagonal no parking zones that did not receive PCNs at the same time. Secondly, it is my view that the parking security person must have watched me in the act of parking, given the very few moments between the time of parking and the issuing of the PCN.
