"When are things going to change"

I have spoken to the manager of the service, the service continues to be of poor standards and is not meeting the demands required. For example, Waterford House fail to send out letters on time, staff are unhappy, lack of recruitment in the area etc.

When is the manager of the services going to stand up and make the changes that everyone has repeated?
