"Phlebotomist slow and sending people away"

This morning (07/04/17) I attended nil by mouth this surgery. I was going to get my blood test done and was informed that phlebotomist will do them on Friday morning between 8-9.15. However after long waiting this person opened door and I asked where I can get ticket for blood test. They came close to my face and said they will only do bloods for the people who has been given a ticket. I find their attitude rude and not acceptable. They said I must go to hospital to get the bloods done or I must travel to another surgery in Plumsted. I find it's ridiculous to turn people away when the service has been scheduled in my local surgery. If the service is run by limited number of patients the information should be passed to patients or is this person making rules of their own?
