"Advice for maintaining mobility please"

Two years ago my 80 year Bulgarian wife returned home immobile and incontinent from a 5 week stay in a Residential Home. They had kept her immobile, day and night - never answered her calls for toileting and she had all her meals on a table in front of armchair. Complaints to CSCI and other agencies were ignored. From that time she has been on a rotunda for transfer. Suddenly and without warning last week the Care Agency said the rotunda was unsafe for their carers and immediately her transfer procedures were changed to a hoist over the bed and a mobile hoist. I have quoted from NICE Guideline 42 about the need to retain her present mobility (which these hoists won't do) and keeping her eating and drinking in the normal way (she has Mental Dysphagia). Once again my protests ignored. Within months unless she is exercised in the standing position, she will lose the use of her legs. Please some advice.
