"No easy access to stairs at Queen's Hospital"

I would like to know why the hospital has no stairs next to the lifts to gain access to wards on upper floors.

I had to ask a member of staff to take a grieving relative to a ward on the 4th floor by the staff stairway. The lady in question had a fear of lifts.

Personally I have never been in a building without this facility. The lifts are not always reliable. I know there are emergency stairs but apparently you need escorting down them by staff.
