"Constant rescheduled appointments"

About: Queen Elizabeth Hospital Birmingham / Neurology

(as a relative),

Initial appointment early May 25, cancelled by the hospital and rescheduled for the end of May.  Attended appointment only to be told two hours after the appointment time that the clinic had been cancelled. Allegedly was meant to receive a priority appointment, finally received an appointment for early July 25, surprise surprise this too was cancelled by the hospital and rescheduled for early August.  This one has now been cancelled by the hospital again and rescheduled for the end of August.

Is this common practice for the Neurology department? To show that by booking appointments within a certain timescale they are meeting targets?

If so it seems to me that as long as the targets are met it does not matter what happens to the patient.
