"Orthopaedic waiting time"

About: Aberdeen Royal Infirmary / Orthopaedics

(as the patient),

The current waiting time to be seen at outpatients regarding hip replacement is 67 weeks followed by up to 2 years for surgery.

Providing it has been determined that surgery is necessary, why can't GPs refer direct to the surgical waiting list, cutting out the 67 week wait for an Orthopaedic appointment?
