"Difficult to find and parking penalties "

Visited the clinic with my wife to pick up a blood pressure monitor, parked in the disabled bay put my badge up and put the code issued in the email into the machine on the reception desk on the first floor with my reg number as the one on the ground floor was not working so imagine my surprise when I got a parking fine through the door for £100

and the pictures don’t show me in the parking bay but driving into the clinic what’s type of scam is this ? This shouldn’t be aloud to happen I will be appealing and won’t be paying
