"Shoe insoles"

I was informed that I could receive two insole raises per year.  The first insole was comfortable, and so informed the department that I was happy to go ahead with another.  The second insole arrived, however it was completely different (supposedly the same) it was too large and wide to go into the shoe.  I was told by the department that different companies are tasked to make these.  Why not use the same company for a repeat?  The raise was therefore useless and a waste of money paid for by the taxpayer.
