"Referral dismissed"

I called today to inquire about appointment following the referral made in December by Orthopaedic Dr from Royal Bolton Hospital.
I have been in horrendous pain for several month after a back injury .
After waiting so long to be seen by the ? specialist team, I have been told today that my referral was dismissed because they considered I should try physiotherapy first. I have been seen and doing physiotherapy exercises since October 2024 with no improvement on my condition or pain and they dismissed my referral without any assessment.
