"Quality has declined over the past two year"

I had an appointment this morning to review my medications (which I did not consider urgent, as my medical conditions have not changed). However, the doctor refused outright to discuss any new, important issues and explicitly stated that the appointment was solely for medical review. I believe that the true value of a doctor's appointment is not just the administrative tasks but the opportunity to receive advice and treatment for emerging health concerns. It is not surprise that A&E departments in hospitals are so busy and overcrowded. I feel that the patient care has significantly declined over the past two years.
