"Discharged too quickly"

I have visited Bolton One on a number of occasions for physiotherapy. I received a referral last year for my back and after 3 sessions was discharged because he was retiring and felt I was doing ok. The 2nd referral I received was in 2024, my 1st appointment was in May, and at my 2nd appointment in July I was told I was being discharged because there was nothing else they could show me or any other way of helping me other than handing me that 1 page of exercises to do at home. No follow ups or anything after that. My GP ended up doing a referral to Pain Management and I'm now on a wait list for that. It's as if they're discharging as fast as they can to keep their patient numbers up!
