"Kicking the can down the road endlessly"

My direct experience leaves me perplexed by senior management at Livewell Southwest Westbourne Learning Disability Service's approach, which i can only describe as "kicking the can down the road endlessly," despite my attempts to provide a more person centred care approach for a vulnerable individual under their duty of care. As a result, I believe they should be held personally accountable for any shortcomings.
