"Accessing appropriate care should not be this difficult"

About: Galloway Community Hospital / Accident & Emergency General practices in Dumfries and Galloway Scottish Ambulance Service / Emergency Ambulance

(as a relative),

 I feel disgusted in the lack of care shown to my family member who suffers long term Health conditions, one of them being untreatable Cancer managed by clinic visits  when consultant from DGRI comes to Stranraer.   

Family member attended A&E via 111 call in the early hours, the care they received was less than acceptable with it turning into a game of Health V Social care, with their medical needs being Ignored and classed as a Social concern. 

They were sent home by Dr in A&E with no bloods being taken to investigate for infection, which they were being treated for over the few weeks previously with oral antibiotics, prescribed by GP after looking at pics taken by paramedics.

A questionable x-ray was then taken over the top of a bandage and  they were sent home with symptoms that, knowing their  history, and recent 3rd course of antibiotics that keep getting prescribed by GP, they never see as a concerned relative, you would of thought it would warranted further medical investigation?? The basics really... 

One of their home carers, on seeing the condition and finding them crying,  tried to phone GP service, to be told by reception, there were no slots and put phone down. Carer then Phoned 111 to be triaged by Nurse to Dr, who after all symptoms given, said they needed to be admitted, sent 999 ambulance.  Ambulance arrived and  they refused to move them from chair as it would cause pain. They put my relative on phone to the on call Dr, who angrily told them they should have phoned their own GP and  refused to take them to hospital. The paramedics handed discharge papers with their findings, which was nothing, and as always, gave worsening advice. 

I then had to contact Duty Social Work , who over the course of the next day, managed to get a Social admission to Hospital, which now is receiving  medical intervention, like we knew they  did in the first place.  

Even a Carer, with no medical experience, could see how unwell they were , and that was just by looking at them.

So my question is, What is  actually problem here ?  

Is the advice given by the Scottish Government and DGRI on Only go to Hospital if Critical Emergencies being taken too Literally?

Was the A&E department so busy that any assessments could not be done?

Is it  a personal thing, Is it who the patient is?  As this is not the first time this has happened..    and 

WHY does it have to be this difficult to access medical care? 

Why are basic health needs not being met or missed? 

Why , despite concerns from carers, family, district nurses, is it made this  difficult  to access basic health needs that a medical professional is classing as social needs without  any further investigations to Prove otherwise? 

I make no apologies for the complete desperation as a family we feel due to this whole situation and experience, we once again find ourselves in .. 

What a horrible, stressful experience once again...
