"hospital demands payments before providing care"

I was referred to this clinic by my GP. The hospital demanded that I pay over £500 before they will provide medical care because they claimed I was ineligible for free NHS services. I'm a US citizen in the UK on a work visa and employed by a UK organization since Sept. 2012. I satisfy the conditions stipulated in the Department of Health's Guidance On Implementing The Overseas Visitors Hospital Charging Regulations Regulation 8(2)(a), paragraph 3.32. Yet even after I cited this D of H document the hospital refuses to remove the charges or provide me with the medical care which my GP determined to be medically necessary. The hospital rep refused to give me the phone number of his supervisor.

My experience has been close to Kafkaesque. There doesn't appear to be anything I can do!
