"waiting for carers to arrive"

I have just over 11 hours care a week from the local council. Sometimes people come for 10 minutes, do the basic and leave or you get some people that do a little bit more but then they disappear.

I feel like a prisoner because I am not told what will be happening. Some days no one turns up, other days someone turns yup but it is often not the same person and it locks you in the hours for the morning waiting for them to arrive. They also come for a half an hour slot in the afternoon so this doesn’t leave me very much time to go out shopping for example.
