"Service cannot meet demand"

About: Whipps Cross University Hospital

I arrived at the unit to have a chest x-ray. The unit was locked, with a sign on the door to say the unit was currently closed to GP patients. I gained entry with a member of staff & spoke to a receptionist, "t's closed until we clear the backlog, there's a 3 hour wait". This is an out-patirnt service that closes at 16.30, I arrived at 12 midday on my day off. Why was I not given the choice to wait in the department?
