"Car parking is a huge problem."

I waited for 45 minutes in a long queue to pay at a meter which is very badly lit and in pouring rain.Quite the worst parking situation I have ever experienced in the whole of my life(I am now 71). I think the situation is appalling and something must be done very quickly as I think it is illegal to charge people for standing in a queue to pay . Everyone is up in arms about this ridiculous situation . The whole procedure has been very badly implemented with no thought as to the consequences. The meter has no shelter and insufficient light to deal with payment .My wife would not have been able to stand for that long in a queue and anybody with bad eyesight would have a real problem.
