"Iam suffering spinal back pain treatment not..."

Iam suffering spinal lower back problem been refer hospital and given pain control spinal injection which is help me for my routing life and work . This health issues is ongoing since2003. Now hospital st.marys refued to give injection only surgery which is manger surgery and after surgery can be wheel chair or life time pain stay so I am not ready to do surgery and now st.marry hospital orthopadic department discharge me and ask me to go to your gp to provide form for fund and refer again .which I did to request my gp . And his secretary, reception ignoring my request . Doctor this self not allowing to see me either telephone consulting. I seen locus doctor in clinic which is help full she drop a email to doctor , till now there is no response server call but my problem not result . Gp secretary saying funding not available. Now I don't know where to go and what to do.
