"2 hour wait for a 12 month old"

I visited the walk-in-centre this morning with my 12 month old daughter. She has had a high temp, lethargic, not eating and very upset so I thought it best to get her seen. Waiting time on the notice board stated ‘1 hour’, however we were left to wait 2 hours. I ended up having to cancel the appointment as my daughter was very distressed and received no apology. I then got back to my car to find a parking fine as I had gone over the hour. Surely a 12 month old who is unwell should have some sort of priority?
