"Appointment always late and referrals not done"

They are often over an hour late with appointments. I was also told I'd be referred for am MRI. I had the first appointment of the day to follow this up and the Dr arrived to work 45 mins late. He had not informed the receptionists he was going to be late so they had no idea. My referral had not been done and I am being told gps can't refer me (unless things have changed I have never hear of this) he is sending me for an x ray for a muscular issue.
