I had exactly same problem 5 years ago - all calls resulted in being told I would be called back but I never was. I used ICAS to submit written complaints to CPFT about Fenland Community Mental Health Team. Replies from Trust were via PALS and almost totally unnacceptable. Repeatedly promised responses by certain date and not received. Refused responses in format suitable for my disability.
After 3 years I gave up because I felt like it was causing me mental breakdown.
