I called the Princess Royal Hospital this afternoon (15:30 03 Jul 18) to change an appointment, I went specifically to the department's website & while the phone number was main reception, no-one answered the departments phone, eventually I was transferred to an answering machine.
What would be really useful, is if you put the hours the phone is manned so people know when to call & that if it's now outside those ours they have no expectations that a hospital department will answer them, but may be able to leave a message.
I need to change an appointment that was just allocated to me now due to work commitments & if I can't get through then I can't do that.
Please consider that this may be why so many people 'miss' appointments, it's because they can't get through to change them & then they can't be re-allocated to someone further down the list.
