"Impossible to get appointments"

It is nearly impossibly to get an appointment here - I work full time so the opening hours are not convenient but I accept if I want an appt I have to take off work. As an example I phoned for an appt on Tuesday of this week (15/05/18). Firstly the phone system wasn't working correctly from 8am until approx 8.15am, it would go through to answer message but then cut off. When I finally got through I was 'number 10 in the queue' and was finally put through at 0829 to be told all the apps for doctors and nurses that day had been filled and there were no pre-bookable ones. How I am meant to get an appt here. It was the same situation the day before when again all apps had apparently been filled by 0830 - as a patient and let's face it a customer of this surgery there is something fundamentally wrong with this system. The very polite receptionist sounded as frustrated with the system as I was. I have tried to get in contact with the practice manager to discuss this but he appears to work hours that I can only dream of and as a result is not contactable. On the previous occasions I have been able to get an appt the medical staff are extremely helpful but are being let down by systems and processes.
