"Frustrating and time wasting"

What could be improved
I have spent forty minutes on the phone ,being held in line, to book a blood test .My position in the queue keeps changing from ,'next in line ' to ' second' and 'third' .
If my call is as 'important ' to them as I keep being told then why is this call not being answered ?
Just been bounced back to second in line after 50 mins on line !!
