Disgusting to see British Citizens, who are clearly ordinarily resident in the UK being asked by member of staff for photo ID, which is not owned by all, especially elderly people in the UK, to prove they could have a mammogram as free on the NHS. As the lady said I don't leave the UK so don't have a passport, and have on ever had a provisional licence so have the old paper one. The worker said well you must have something to prove who you are, and she said apart from a birth certificate and what I have already said no. She was refused an appointment or treatment at the time. Clearly under the new Les passed under the immigration act 2016, a check with nhs and home office systems would show more details about the lady to show she would not have had to pay, or atthe least explained she would be billed for the test and could prove it another time. Or the bill would be claimed back by the his using a debt collection agency. Clearly the memener of staff wasn't having any of it and spoke to the lady like she was a criminal and anyone who lived in the UK as long as this lady would understand it was reasonable to see what she said was correct or at least another check should have been done considering what this test was. Either way the staff refused to allow her to have her appointment, and you could see the lady probably having paid towards the nhs all her life being left dismayed and worried that she needed the scan to be done. I found it disgusting to see, and even though I knew the law, had changed there is always a bit of flexibility knowing what facts of what she was saying. I was going to say to the lady she should have said she was homeless, or on day release from prison as she would have been exempt or they wouldn't have asked anything else of her, but clearly this can't be a one off, and don't expect a lot of elderly people to have photo ID except a bus pass. Would the staff accept that as ID. It's not formal ID but would that have changed the situation. What annoys me just as bad is that another person has lost an appointment has gone home worried and this would need to be done again, and the NHS complain about wasted money. What does this show you about how the NHs make effective use of SPINE systems, and the rights to free NHs treatment and how this check is carried out. Would never use this hospital again. And all they complain about is needing more money. Maybe some training is needed especially in these situations. Not even a manger in sight to deal with it even though the staff refused to let her speak to someone without authority anyway

Dear Gary, thank you for sharing your feedback with us. We were surprised to read this as whilst we do occasionally ask for ID documents and proof of residency, an appointment / treatment should never be withheld, as we appreciate people do not always carry that sort of documentation around with them. We would expect the appointment to go ahead and then follow up regarding documentation and payment if necessary afterwards. We have spoken with the mammography team managers over at Ashford Hospital (in Surrey / Middlesex) who were not aware of this incident, and they do not routinely ask people to provide photo ID. It would be really useful if you could contact our Patient Advice and Liaison Service on 01932 723553 with more details about when you visited, so we can try to identify the members of staff involved and ensure they understand the correct processes.
