As I visit the hospital every week as a patient I am very often confronted by smokers in the main enterance to the hospital. I have read before that many of the staff don't want to confront smokers due to verbal abuse. I find this an insult to none smokers. You have a security office just a few feet away maned with a number of officers. If they are just monitoring screens and are frightened of abuse from smokers the put CCTV at the enterance and a public address system so when reported or observed the offender can be advised by public address to extinguish their cigarette. Simpler still is to install smoke detectors with alarms.
